Kuki Christian Cemetery committee meeting:

Venue: Residence of T. Hangshing

The first meeting of leaders of Guwahati (KWA, KWS and KSO) on the proposed Kuki Christian Cemetery was convened by Kuki Welfare Association-Guwahati on 8th April 2010 at the presidential residence cum office of the KWA (G), Betapara, Beltola. The meeting chaired by Pu the Chairman KWA was attended by Rev. M. Haokhothong (Pastor KWS), Pu. L.L. Khongsai (Secretary KWS), Pu Khupmang Doungel, Pu Manglet Haokip, Pu Hans Thangboi, Pu Mangneo Lhungdim (Treasurer KWA), Gl. Satminthang Haokip (Secretary KSO), Satrkai Changsan (President KSO), Gl. Haupu Khongsai (Recording secretary) 

The meeting started with a welcome note from Chairman KWA with brief outlining of meeting agenda. The discussion opened with benediction (prayer) by Rev M. Haokhothong. This was immediately followed up with a report of the visit on the proposed cemetery site by KWA Treasurer Pu Mangneo Lhungdim – (i) The land available is 2 bighas Rs. 3.5 lakh per bigha and this could be extended to 3 bighas if we want. In the present times Land owners do not want to sell their land for cemetery and considering this the present land available is good opportunity, (ii) The land owner is a Karbi tribal and we approached them through Mrs. Grace of St. Paul School.

1) Cemetery project committee formation as proposed in the report dated “Guwahati Kuki Christian Cemetery project”

Resolved approved the proposed committee; Chairman (Rev. M. Haokhothong), Convenor (T. Hangshing), Treasurer (M. Lhungdim), Executive Members (Pu Khupmang Doungel, Pu Zamlet Haokip, Satkai Changsan, Satminthang Khongsai), Advisors (Pu. DP Haokip, Pu J. Lhungdim, Pu L.L. Khongsai) and Auditors (Pu Manglet Haokip and Gl. Haopu Khongsai).

The committee commissioned with immediate effect and for 2 years or till the project is completed.

The Chairmanship and membership of Rev. M. Haokhothong and Pu Khupmang Doungel and that of the auditors will be till the completion of the project but the rest of members shall be by office.

The committee and the project will be reviewed in a GBM/KWS after 2 years.

All autonomy relating to project fund management – collection, payment and etc. is given to the committee.

Bank a/c may be open in the name of the cemetery/KWA under “Capital fund” and all transaction for audit purpose will be booked under “Capital Fund”.

The committee will be audited by appointed auditors and report/balance handed over to KWS.

2) Budget: Fund drive and land purchase

Agreed to raise urgent loan of Rs. 10 Lakhs for the land purchase for buying 3 bighas of land for the cemetery. While the committee will raise the capital fund within 1 year immediately there is a need to obtain loan of Rs. 8 Lakhs and for this it is agreed to approach Pu D.P. Haokip, Pu J. Lhungdim and Pu Tongmang Haokip for loan under guarantee from the KWS/KWA and this will be repaid within 1 year with or without interest.

Cemetery project fund drive and KWA g=fund drive will go hand in hand.

Agreed to simultaneously mobilize Rs. 8 Lakhs as said above and also start the fund mobilization from general public.

3) Ownership The cemetery and the assets thus created shall be transferred to KWS (Guwahati) and this shall be done on completion of the project and after due audit by the appointed auditors.
4) Definition  of “completion of project”

Agreed to consider the project as completed if the following are met:

  1. Purchase and registration of land
  2. Fencing of the plot/cemetery

Approach road and land leveling

5) Announcement in KWS Sunday service This agreement on the project shall be announced and public opinion sought on Sunday.

The meeting also discussed various related issues not finding space in the resolution due to brevity. The meeting expressed thanks to Pi Lalkim Hangshing who provided us tea and snacks and warm welcome.

Gl. Haopu Khongsai, recording secretary read out the meeting minutes after which the meeting chair announced closer of the meeting. Pu L.L. Khongsai offered the closing prayer of the meeting.
